Dr. Subramanian Swamy thinks PM not fully informed about Rafale Fighter Jet Deal Dr. Subramanian Swamy writes a letter to Dr. Manmohan Singh on Feb 1, 2012 warning about the French Rafale Figher Deal that the Prime Minister may have been kept in dark by Italian Sonia Maino as she manipulated the PM in 2G and CWG scams.

Dear Prime Minister:

I am concerned to read in today's newspaper that your Government has now issued a Letter of Intent to the French Dassault for purchase of about 126 fighter planes at a cost of the exchequer of over Rs.50,000 crores. Before you finalize the contract please consider that the same very plane was rejected by the Government of Switzerland in November, 2011. Switzerland preferred the Swedish Gripen type instead. Of course Dassault has now sought to reopen the matter by making a fresh offer which may be discussed by the Switzerland Upper House of Parliament on February 13, 2012.

I am given to understand that Dassault has not yet been able to sell a single Rafale fighter jet abroad. Moreover if it does not receive the Indian contract it will have to wind up the production of the said plane as being unviable economically to produce. Further, after much negotiations and perhaps other machinations I believe that the price quoted by Dassault is below the average cost of production of the Rafale in France and hence the sale could not be considered as a commercial transaction. On the other hand, if there are some collateral advantages in the political field to be reaped by buying such a plane which are not in demand outside France, it would be more opportune in the present context to buy F-18 from the United States where at this stage purchase by India will be received with gratitude by the large number of company workers in the aircraft industry who are suffering from the present recession in the United States.

Let me make it clear that I am not recommending particular plane but as the Supreme Court has held in a number of cases that when it comes to Government making a choice, the Court has to be satisfied that all alternatives were fairly considered and after having so considered the decision was made. In this particular

case since there have been frequent conversations between the French President's wife Carla Bruni of Italy with Ms Sonia Gandhi and her Italian family members, of which I am sure, a gist may have been made available to you in your capacity as the Prime Minister, to thus make the decision to pick Rafale as malafide.

Kindly review this matter and before confirming the Letter of Intent, which incidentally is not a legally enforceable document for the contract. I am ready to meet you at any time to provide you further information which may have been kept from you by your officials just as they kept you in the dark in the 2G Spectrum matter.
